tearing?

I run a 6700K, 16 gb ram, 1080ti, with 2 SSD drives, with a 2560x1440 monitor. I left my latest character in Bal Foyen. Whenever I scroll the camera left to right or right to left I can see what I think is tearing. The screen looks like part of it is moving faster than the other part, whether that part is the upper half or the lower half. Posting to see if it is only me or are we all seeing this?

Could be a driver problem or memory problem...try updating your graphics drivers. Perhaps close any unnecessary apps running.

Also, try to do a repair from the launcher...maybe a corrupt ESO file.
