Who is Bertrand Landreau?

While wandering the land Vvardenfell, I happened to see a mage emerge from a portal in the distance, as I went to go investigate, the mage turned back and headed back towards his portal, entering and disapearing before I could interact with him. I did manage to spot his name, Bertrand Landreau. This encounter (or near encounter) piqued my interest, however, despite leaving and returning to the same area many time, I have yet spot the character there again or anywhere else. I can find no information on the character anywhere, so I'm wondering if anyone else has come across him or knows who he is. If he is quest related, then a vague answer will do, don't want anything spoiled for me or anyone who may read this post.

He is one of the random events you can run into (like the two House dunmer meeting, the fellow who lost Ruby, the Silt-Stider Dung Shoveler, Cliff Strider attack on npc, etc) I haven't found him linked to anything else in game, just a teleporting mage that should invest in a GPS:P

As far as I know he isn't quest related as I ran into him too the other day

Not sure, but, he has a facebook page he updates inbetween porting around the land. Pretty busy guy for what they pay NPC's these days:

So pretty much the two NPCs at a roadside fire, the begging NPC and the merchant you can rob on the mainland

My guess he's there just as an ambient event and to display how unreliable portalling can be, since most quest NPCs seem to be flawless at it but keep going on about how hard it is to get right.

After meeting the guy looking for his netch (Rosy?) I actually thought it was an unamarked quest... so my friendly Khajiit saw a little pink netch and approached it to check if it was Rosy. I was horrified when I realised that by touching the baby netch they turn into a pile of guts

On Topic - I've seen Bertrand just once. Pretty cool. Pretty neat. I'm glad there's NPCs out there that are mysterious.
