As stated by ZOS_JessicaFolsom in a post yesterday, DO NOT DO THIS
"As some of you have reported, after today's PC/Mac incremental patch it is not possible to complete certain quests. We will be pushing a hotfix for this tomorrow morning at 6:00 AM EDT that will require a few hours of downtime. We are reverting the fix for the "A Cold Wind From the Mountain" quest as part of this hotfix. If you currently have a quest that you cannot complete due to this issue, you will need to abandon the quest and pick it back up after the hotfix is live.
We will post our usual hotfix messaging, forum banner, and login screen announcement to let everyone know about the hotfix maintenance. Thank you for your patience! "
I did it after the hotfix and now I cannot get to any parts of the quest. I filed a Ticket and was pretty much told "too bad, so sad". I was advised to file a bug report and report it on the forums. So, beware, do not delete this quest. Thus, Morrowind main quest is no longer available to that character since the admins don't seem inclined to reset it for me.

sasub17_ESOSoul ShrivenI finally found the quest again. Sorry for the confusion and worrisome words. You have to go back to the archcanon up by Vivec to start it again, instead of the actual quest giver at Barizal's tower.Edited by sasub17_ESO on June 20, 2017 10:40PM0
