They aren't actually playing the OST anymore. They currently both play the music from Thieves Guild DLC/Hews Bane, along with Shadowfen.

No they don't. Each zone plays one OST or another. Stonefalls/deshaan/shadowfen now exclusively play the 3 hours odd of music from the Thieves Guild OST.
Rivenspire will often start off with piece of the base game OST, then switch to the music from the Gold coast. Likewise, northern Glenumbra also plays the Gold Coast music.
There are some zones that play the music from Wrothgar as well.
