The Long Game quest for Thieves Guild DLC is bugged

I'm on PC, EU megaserver.
Cannot complete the Long Game quest from Thieves Guild DLC. When I need to grab 3 parts of the Iron Wheel pass-phrase to enter the Iron Wheel HQ, the game allows me to pick the quest items up (password part notes) but the counter does not update and the quest does not progress. Tried abandoning the quest and redoing it, same thing. This was yesterday, tried logging into the game today and starting the quest over, same thing.
The quest items appear correctly (Excerpt from Iron Wheel precept 15, 21 and 38), but when I pick any of them up, the quest counter "Learn the Iron Wheel Headquarters Pass-Phrase" does not increase. All three items appear in my quest items tab in inventory. The quest door is inactive and I cannot get inside the HQ. I watched the video of someone doing the quest and the quest counter should definitely increase on each pickup.
Today some people in the zone chat said the same thing (Twisty Darkgrill is my char):
