Words have meaning and using the correct meaning is so last year. Perhaps they'll start posting the patch notes in the add-ons sub-forum. :PEven on the internet, clear communication is important; it can be the difference between "helping your Uncle Jack off a horse" and "helping your uncle jack off a horse"; the difference between "knowing your s***" and "knowing you're s***".

CiphexSoul ShrivenI don't understand why it is that every time there is a patch I spend 1 day in a viscous cycle of repairing my launcher so that I can get the update to move past 22%. It makes no sense to me that a 300 dollar game (more for subscribers) that I've been playing for 2 years still suffers from basic issues with the launcher such as not being able to download the updates and hotfixes effectively. the reason for the next maintenance: fixing the launcher

I think not. Generally, hotfixes have been announced in the PATCH NOTES & HOTFIXES forums, and maintenance and patches that are outside of the usual schedule have often been announced in MAINTENANCE ANNOUNCEMENTS. The clue is kind of in the titles of these forums. I can't remember a time in the past couple of years where details of why the patch / maintenance is happening hasn't been published in one of those places. Perhaps you're confused and thinking of the Patch Notes, which generally get published as a patch is nearing completion?
