If you add the game to Steam as a non Steam game can you use Steam Credits to purchase addons/items?

Nop, you have to own ESO on steam to be able to buy and use Crowns from steam. And steam wallet cannot be used in game.
Adding a game as a non steam game in your library only allows you to use steam overlay with it.
