New Character and Houses.

I started a new character and was surprised I still have the house that I got from my previous character. So I take it, this is account bound not character bound. So I got the letter to start the quest for housing. Do I need it so I can get another free house. Right now my only home is in Valuken Guard. That Inn you get when you complete the quest. Or would I just be wasting my time and repeating what I already did and get the same inn housing again?
Not sure to get rid of the letter or what. What should I do?
