I'm actually using Shacklebreaker and Lich. Sustain is practically infinite and damage is still nice. I'm usually the top scorer in BGs, at least in my own group if not between all the groups. I also play double pets with Necro/Lich in BGs too sometimes.
For PvE, I run Necro, Willpower, and Grothdarr or Ilambris.

Which morph do You have on BG endless fury or mages wrath for top scores ?
There's going to be give and take with every set and skill combo. You just have to settle on the playstyle that works for you. Here are a few ideas:
Big sustain, meta skills: (combine any of these sets)
Amberplasm
Shacklebreaker
Lich
Seducer
1: Haunting Curse, Crushing Shock, Endless Fury, Crystal Frags, Inner Light, Shooting Star or Dawnbreaker or Destro Ult
2. Hardened Ward, Harness Magicka, Healing Ward, Steak or Ball of Lightning, Daedric Mines or something else, Lights Champion or Overload
OL: Power Surge, Boundless Storm, Dark Conversion or Defensive Rune, Inner Light, Harness Magicka or Hardened Ward
Big burst, low sustain, meta skills: (combine any of these sets)
Julianos
Burning Spell Weave
Scathing Mage
Infallible Aether
Knight Slayer
You could also balance one sustain set with one dps set for a more well rounded build. Although, usually running two sustain sets is better for survivability and the burst is still enough to take enemies down, assuming your timing is good.
For a pet build:
Necropotence + sustain set
1: Crushing Shock, Crystal Frags, Endless Fury, Twilight Matriarch, Volatile Familiar or Inner Light, Shooting Star or Dawnbreaker or Destro Ult
2. Haunting Curse or Daedric Prey, Elemental Drain or Harness Magicka, Hardened Ward, Twilight Matriarch, Volatile Familiar or Steark/Ball, Lights Champion or Overload
3. OL: Power Surge, Boundless Storm, Hardened Ward or Harness Magicka, Twilight Matriarch, Volatile Familiar or Dark Conversion.
You could also opt for one set, 3 Willpower jewelry, and a Monster set:
Engine Guardian (sustain)
Infernal Guardian (preassure while shielding)
Grothdarr (if fighting a lot in close range)
You should be happy there are many viable alternatives!
For myself, I have been running mainly:
Shacklebreaker + Lich with meta skills
Necropotence + Lich with double pet build skills
Necropotence + Shacklebreaker with single pet build skills

P.S. I mainly play BGs. So far, Shacklebreaker + Lich has been the setup I've performed the best with, but I think Necropotence + Shacklebreaker has the highest overall damage between my three setups. I did run Necro+BSW in duels sometimes before Morrowind. It was massive damage but not sustainable. If I coukdn't kill them in the first 10 seconds I would usually lose if my opponent was actually a good PvP player.
