Looking for guild

Hi, I'm looking for a PvE guild to join that isn't full of champions. I've got a friend and we are looking to some of the group dungeons and other things but we are only 2 players (Level 31 and 22+). I've done a number of quests but looking for something more than running and talking to people to complete quests and its super hard to find people in the game that want to do these.
