Lich doesn't proc

Is this intentional? Because a) it doesn't make sense and b) it's not so when you proc it with your sword and board, but only with your staff

It's an undocumented nerf for....who knows why. Chances are as good as not that it might just be some consequential change due to an unrelated change to something else.

The way it works now is that the proc has multiple conditions that need to be fullfilled:

• Be under 33% magicka.
• Use an ability while still under 33% magicka!

This makes it significantly worse for back barring, as you can't just look that you've met the threshold and swap/swap back to proc it. Now you have to see that you've met the threshold, then make sure to go even lower so your regen doesn't push it above 33% by the time you bar swap, and then use a skill on that bar - pushing you even more dangerously low.

Lich was a bit over performing so it makes sense if they nerfed it.

This isn't a nerf. To nerf it would mean make increase the cooldown or reduce the amount of magicka regen. Having to cast a skill (only when the 5th piece is a staff) to make it work means it is broken

I've actually done more testing, and no Lich doesn't proc when the 5th piece is a staff, not even when you cast an ability. I tested it both in combat and out of combat and it just won't proc. The story is completely different when you proc it with sword and board. With those it procs immediately. It is definitely broken and must be fixed. I've had to put a build-project on hold until it gets fixed.

I must disagree, I have full set with 2 pcs. Dylora's staff and it works well with BoL when out of combat. Giving even more regen than tooltip says (+1487 instead of around +1000 magicka/sec). As a proof the screenshots.
It's PC EU though, so maybe it's just an Xbox issue.
