Servers,Australia and Eu,Na problem and Solutions

A lot of Australians first made there characters on EU unknowing that NA was the closest to an OC server.At the games first release you let Pc transfer to Xbox,yet any mention of allowing server transfer (Eu-Na) was out of the question.The EU community on Xbox is well Toxic to say the least and a lot of the old players take pleasure in abusing the new players verbally and otherwise.Because of this the EU community is rather dead and still has the worst connection to any Australian playing the game.
So I propose three possible solutions:
1:Allow Server Transfers.(This can be done as I believe people can transfer Characters to the pts,and have template characters available anyway)
2:Allow Characters to be on both servers(This can be done by having the start screen, character select screen then the server select screen.the only problem would be copying all the characters to both servers or the people with 8+characters on both servers)
3.least possible and plausable solution:merge the servers on xbox.there is simply not enough people on the eu server.
