Battlegrounds missing below Level 50 option

Battlegrounds seems to port me in fairly consistently these days (not all the times) as I usually queue solo but as I am sure almost everyone knows the Battlegrounds tool does not offer a Below Level 50 option. This actually appears to be a bug since the Battegrounds Basics Guide on the ESO website states that
"You can queue solo or as a member of a party, and you are able to specify a desired level range (10-49 or 10-50) with the game type randomly determined"
That isn't the case though and it causes a bit of trouble with max level characters and people still levelling. I mean Below Level 50 pvp is quite fun in Cyrodiil so Battlegrounds could be like that with the Below Level 50 Option.
