When was the "Looking For Group" Player buff added to random dungeons?

Edit: More info: Legit, on a level 10 tank warden. Banished Cells II. Queued as a tank, used a crap drink buff and wanted to check the duration left. Noticed it then.

Edit: Checked on my CP Tank, this is indeed what battle leveling is.

This was supposed to have been added a long time ago. Not sure if they just never actually added it until now, or if the buff only recently started showing on character sheet. They DO have the ability to hide buffs from the character sheet.

Edit: You would have to look through old patch notes to find when. I would but I need to head off to work. I feel like it was added some time around early summer 2016.

The only thing I know is that you get a spell/weapon damage buff if using the grouping tool to get into a dungeon. This buff remains even if you get thrown out of the dungeon (GG groupfinder), as long as you port back into the same dungeon the groupfinder placed you in. Been like this since 1 tamriel if I remember correct (at least that´s when I started noticing it)

So, any non-CP characters get the buff after using activity finder to find a group? Or are there some other requirements, like only random counts?

Under level 50 character is my assumption. I'm not sure if 50 is the cut-off, or max exp 50. checked with some lower levels while I was pugging a random normal with my CP tank.
