Looks like ESO will be getting an upgrade for the new Xbox One X:

I suspect this will be a similar upgrade to the one it got on the PS4 Pro, with 4K support and the like.

Is Windows Central an official Microsoft news outlet? If so, awesome.

If not, I'm gonna keep holding my breath until I see something from ZOS or MS directly.

Hmmm. Gamespot has a list too:

I watched the conference. A lot of games scrolled by as they were talking about the large number of titles that will get retroactive support (including ESO). But a scrolling list of game boxes doesn't seem like confirmation. I wonder where these outlets are getting their information.

Considering that ZOS did an upgrade for the PS4 Pro, I would be shocked if they didn't do one for the Xbox X. If nothing else, they could port over the PS4 Pro upgrade, which shouldn't have any problem running on the even more powerful new Xbox.
