Then you're misunderstanding the article. Base game patches are free for everyone, you don't Morrowind and the Dungeons and Clockwork City content needs to brought Crowns.

This is pretty much saying that I should return to ESO once a year, for about a month or two (june/july). I'll be able to enjoy the chapter, and finish the three new DLCs easily. So that's like 26€ for ESO Plus and 40€ for Morrowind. Which is, again, very costly for a 1-to-2-month playtime. Pretty sure I'll give this game a boot if the things keep developing in this way.

That works. They already admit that there are people who do this. I call them "Vacation players" because they swing by, partake in the local attractions, then go back to whatever it was they were doing before. Now, whether people are willing to pay to do that, is the question. My guess is that a lot of them will.
On a related topic, I find this amusing from the announcement...
"When Horns of the Reach launches, the base game will also get a major (free!) update. This update will include a new Battlegrounds map (Arcane University) and a new Battlegrounds ruleset (Chaos Ball), in addition to new homes, furnishings, cosmetics, Crown Crates and holiday events. "
While talking about the "free!" update, they just happen to mention new homes, furnishings, cosmetics, Crown Crates and holiday events. Things designed to help separate you from your Crowns. Directly or indirectly.
