the secret world did! Best atmosphere in any MMORPG i've ever played! Too bad the combat wasn't too engaging. Plus the quests were the best i've ever seen a studio write. They had the most engaging investigation missions that really made you think your brains out
Eh...you miss the fact that the Clockwork City is around Dwemer. And while they live mostly underground, why make it dark and gloomy? We got the Dark Brotherhood for that kind of stuff...
Don't worry The Evil Within 2 drops October 13th, plenty of horror there....

I wanted to offer a suggestion for the upcoming DLC Clockwork City that could be such a huge game changer they could put it on hold for another year just to follow this advice. Interested? Good!
Take a huge risk with Clockwork City and make it as dark, creepy, scary, and disturbing as Dark Souls / Blame! manga. Essentially, make it into a horror-esque DLC!
Instead of adding a single trial / dungeon, create the Clockwork City to be this massive and expansive underground city that seemingly crawls on for ages beneath the ground of Tamriel. Introduce darker corridors that may lead to no where, a sense of hopelessness and being lost. Dark Souls / Bloodborne did a great job with producing that atmosphere, but Blame! did it even better. If you don't know Blame! it's an older manga about - you know it doesn't matter, just look at these pictures and feel abandoned, scared, and totally shrunken by the magnitude that is this expansive mechanical city... which is totally what the new DLC should be like, after it's already been done, and will be released in a handful of months!

Sotha Sil may be obsessed with the Dwemer, but he isn't one himself. I'm kidding, honestly I don't care, I see machines, I see creepy underground passages, I see an opportunity to do something different!
Like in my original post, I'm not saying this would totally fit, I'm saying this is a really cool original idea that could really set them apart from the norm. I know it's too late. I know it doesn't go exactly along with lore (though I do debate that and I think it absolutley could). I also know it'd be amazing to take my sorc main and travel through the scary pits of a Clockwork City fashioned after the ideas of the cold emotionless void that are machines.
