I'm almost certain you can't get higher than ebony tier crafting writs before your character reaches level 50. So either take a point out of metallworking so you find ebony ore instead of calcinium, level your character to level 46 so you find ebony instead of dwarwen ore or level your character to 50 so you get calcinium writs.

So there you have it, the solution to the mystery. (I don't see how a player could ever know that this is required to get the calcinium writs, there are zero clues in game about this.)
