It is simply bugged and I'll try and illustrate in what way with some screenshots form my daily crafting writs on my Warden.
As I have another character dedicated to crafting my Warden only does starter writs (the first level ones that are all turned in at the starter city writ area, for the Daggerfall Covenant that is Daggerfall in Glenumbra).
The issue (bug) is that I am allowed to turn one of the 6 same rank writs in Vivec City - The Blacksmithing one. My understanding is that Vivec City should count as a starter city, as that's the first major city that characters end up at if they start in Vvardenfell (and stay in Vvardenfell). Either way it makes no sense that only one of the same level writs is able to be turned in at the Vivec City writ area.

And lastly here is a screenshot with file information for both screenshots, showing the time I took them. The 2 or so minute difference is to get back to the wayshrine, teleport to Vivec City, load and run to the writ area:
Steps to reproduce:
Take all rank 1 writs on a character, complete the objective and observe the markers. All markers available in Daggerfall, only Blacksmithing marker available in Vivec City.
