My lv.7 sorc already have 1300 spell damage. did i do something wrong?

It is pretty low. Have you tried a crafted 5 pc set (Julianos, for example, or Seducer if you want more regen) with golden staves?
Improving your armor to full gold isnt very important, but yellow weapon adds around 200 spell damage.

So yeah, that's your problem. The only real ways to buff your spell power are set bonuses, jewelry enchantments and the Apprentice mundus stone. Keep in mind that, for a healer build, magicka recovery is generally more important than raw spell damage.
Here's the setup I use on my templar healer, it's a pretty standard loadout. Not too much more spell power than you have but enough to make me effective.

Magicka recovery is more important. but i want to leveling with this templar. that's why i want some damage.(basically i want to have 2 sets. 1 for leveling and 1 for healing. I don't know if it will work...)
With as harsh as the diminishing returns are with the CP system in Morrowind you probably don't want to put all your points in *anything*. Between the argonian passive, a powered resto staff and a little bit in Blessed & Elfborn I can dish out all the heals I need to (the tank I usually run with does not do the stack-all-the-health strategy though so YMMV).
As for switching off with a leveling build then @LadyNalcarya is right about Julianos, it's an excellent all-purpose magicka set and even works for a healer if you're still farming some of the dungeon sets. Grothdarr and Valkyn Skoria are also excellent monster sets for leveling a magicka templar and adding in some extra damage.

Spell damage starts with your weapon. A CP160 GOLD weapon will give you ~1300 spell damage. Also, why do you have a dagger equipped? You should have a resto staff and a destruction staff.
So, now that you are at 1300 spell damage from your weapon, where do you go from there? Set bonuses, jewelry enchants, and major sorcery buff.

Do you have access to Imperial City dlc? One of IC dungeons, White-Gold Tower, drops the best healing set in game, Spell Power Cure. If youre planning to do veteran content, I'd suggest you to farm it (it can be farmed on normal mode, you dont have to do it on veteran). When you start the dungeon, tell your teammates that youre looking for this set, so you'll have better chances to get the parts (not everyone has a healing char and those who do might already have the set).
So, when you have 5 pieces of spell power cure, you have 6 more slots, which means that you can wear 2 5 piece sets and one monster helmet or shoulder or master staves (they drop from Dragonstar Arena vet mode).
As for your second 5 piece set, you have several options. Worm cult is a very good group support set, especially after those sustain nerfs. It drops from Vaults of Madness (4-man dungeon in Coldharbour). You can also farm it on normal mode. Healing mage set (drops in Aetherian Archives, 12-man dungeon in Craglorn) is another good choice. If you're pugging a lot and/or feel like you could use a bit more heals, you can wear 5 pieces Sanctuary (drops in Banished Cells 1 and 2, 4-man dungeon in Auridon). You can get weapons and jewelry for all these sets so your setup would be quite flexible. There's only one thing that is "must have" for a good healer, and thats Spell Power Cure set, the rest is up to you.
As for farming/questing build, dont worry too much about that. I do quests and achivements on my crafter that doesnt even have half of armor/weapon passives and it still works. Overland pve is quite easy these days, so you can easily do it on your healer, just equip some dps skills.
Ask someone in /z or guild to craft you a 5 pieces of Julianos set and 3 pieces of Seducer. You should have 5 pieces of light armor, 1 medium and 1 heavy, one restoration staff and one lightning staff. As for traits, since you're using Atronach mundus, its better to use Infused trait on all armor pieces, or infused on big pieces and divines on small (Divines is very effective for Thief mundus, not so much for Atronach). Powered or precise would be a good trait for your weapon (extra heals or crit).
Buy 3 pieces of Willpower set from guild traders, that will work just fine until you farm dungeon set jewelry. This set is pretty cheap, but keep in mind that it comes in all traits (healthy, arcane and robust) and you dont need the robust ones (they give stamina). I'd recommend buying 2 arcane pieces and one healthy, for extra hp.
This setup should work fine until you get the dungeon sets.

Also never compare a cp160+ level toon with a low level like your sorc, there is battle leveling in the game that inflates the stats of the lower level toon, making it worthless to compare.
