XBox Bumper Skill Slots not Casting Properly

Problem:
Ever since the Morrowind launch, bumper skills are not casting properly. Any skill which I slot in LB, RB, or RB+LB (Ultimate) slot has issues casting. Skills in these slots will commonly refuse to cast when clicked, requiring to be spammed multiple times or sometimes clicked and held for an extended time before they will cast, with no real consistency in what will work to get the spell to cast. When attempting to cast ultimate ability, either RB or LB skill will cast, but not the ultimate. Skills slotted in X,Y,B are not effected.

Things I have tried, which have not fixed the problem:

• Changing the skills slotted in these button slots (though moving the skill to X/Y/B results in it casting just fine, the problem is only with the bumper slots)
• Changing controllers
• Using a wired controller
• Changing Xbox consoles
• Changing characters and accounts (My wife plays on a different console and experiences the same problem)
• Clearing the local game data
• Logging out for 10+ mins
• Restarting Xbox
• Reloading UI
• Going to a different area

The problem is persistent regardless of where I play, whether if testing in a residence, overland area, dungeon, etc.

Also as a note - I am not out of resources, in an animation, incapacitated, incorrectly targeting, or have any statues effects which would cause the skills to not cast properly. For example, simply while standing around, not in a battle, I can have Hardened Ward into LB, click LB, and it will not cast, spamming the button will sometimes get it to cast. As another example, while having Inner Light in RB, and Elemental Rage in Ult (RB+LB), I can click to cast Elemental Rage (while correctly targeting an area) and will get repeated Inner Light Casts.

Please help get this resolved ZOS. I'm basically playing with half the amount of proper skills available because of this issue.

I have noticed that sometimes I can't get my ulti to fire but thought it was an issue with my stupid controller.

Confirmed this issue with more guild mates via the BAND App. Please address.

I've always thought this was just an issue with the controller. Try and change the controller configuration in the settings on your xbox so that lb and one of the buttons are swapped and see if lb and rb on your ability bar are still inconsistent.
