Where is the "museum" quest giver?

Apparently this quest increases your chances at getting the buoyant armies motif pages to drop from chests. From what I have gathered, as you collect more of the buoy arm motif pages your chances of getting more pages increases. I'm trying to figure out where this quest giver is but I'm having some difficulty. Anyone know?

Yeah I know that I have already completed the main quest. I read that completing the museum quest also increases it further. I belive it is the quest "the lost library" which I have now completed. However, no drops still.... lol0

(you would be wise not to do that again during a time when Suspicion in the gaming space is at an all time high.)by not actually revealing real drop tables in the game for all items, you only prove what has been proven with proof of concept that you can/will manipulate item drop chances based on certain elements performed by the player.0
