Infused | Should it further Increase Enchantment Effectiveness on 2H?

Since 1H weapons get the benefit of being able to apply two enchantments, and both being able to be effected by the Infused trait, would it be fair for the 2H infused trait to further increase the single enchantment placed on it?

For 2H:
8% => 16%
11% => 22%
14% => 28%
17% => 34%
20% => 40%

    Doesn't the off hand enchantment in dual wield proc a lot less often?

    On paper, no. While light attacking the off-hand procs whenever you swing with the off-hand weapon. Some abilities like Twin slashes will proc the off-hand enchantment.

    Heavy attacks, while hitting with the off-hand weapon, do not currently proc the off-hand enchantment.

    In practice, yes. Light weaving causes enough time to pass to reset the timer on light attacks and the main hand takes priority while swinging the first time. Personally I think that should be changed to be a flip flop while DW. (light attacking once changes swing priority to the other hand).
