[EU PC] PvP Vivec, keep guards pulling players to the upper floor with their chains

Yesterday I was sieging castle black boot on a ram in Vivec EU, and suddenly a NPC guard pulled me with chains to the upper floor.
Is that working as intended? I think it should be corrected asap, many could take advantage of that

✭✭Confirmed.
I have seen a Dragonknight being pulled inside a keep by a keep guard.
The keep guard used chains.
The Dragonknight then proceeded to siege the inner keep main gate while the outer main gate was still 80%+.
@ZOS_GinaBruno Please give high priority for fixing this.
