Are there any good IOS or Android apps for ESO? I play on the PS4 so don't have any add-ons to help with Skyshards, Lorebook and quest locations | checklists.

For Android, there's ESO Toolkit - it's more for crafting though.

I use the ESO App. You can set up your characters individually. It shows all skyshards and lore books on map. You check them off as you collect them and it removes them from the map for that character. It's helped me out a lot. You can also track trait research and motifs known with it.

I have ESO DB on iOS. Hardly use it, but it's nice to have, I guess.
