Anybody know if the Lich Set is bugged?

I saw somebody say that the other day and i was just looking at my magicka regen with a proc and it goes up to 3188 but everytime my magicka ticks it is only going about roughly 2000 to 2100. Which would mean i am not getting the extra regen from the proc. This would suck after doing well over 100 runs in this dungeon.

✭✭✭✭I have never had issue with this set not proc'ing unless it was already on cooldown.
Download Combat Metrics and you can see the magicka return taking place in the timeline.Just because you don't like the way something is doesn't necessarily make it wrong...
Earn it.
IRL'ing for a while for assorted reasons, in forum, and in game.I am neither warm, nor fuzzy...
Probably has checkbox on Customer Service profile that say High Aggro, 99% immunity to BS0 -

I am on console. But when it procs i am not getting the 3188 regen on my ticks. It could be a Xbox bug. So i was wondering if its accurate to watch your magicka regen tick cause its going from like 11.k to 13.1k to 15.1k, etc. But it should be ticking much more than that when i get the proc. Or is that not an accurate way to test it cause i thought each tick would be the amount of your regen.0
