[Xbox] Racial Skill Line 2 Levels Behind

I tried looking for another thread but couldn't find one so I apologize if this is a duplicate.
Currently on my Nord Warden (Aldmeri Dominion if that matters) has a racial skill line that is 2 levels behind my character's actual level. I noticed it when I was level 21 and wanted to unlock the lv 20 racial and saw that the skill line was still level 19. The experience progress does mirror my character's progress to the next level. So the only thing that I can tell is wrong is just that the skill line is 2 levels behind. My character is now close to lv30 and the issue has not changed. None of my other characters are experiencing this.
