The guard at the bottom of the big stares would not stop me with bounty.. It glitch out and kept saying stop then just let me go lol
Scratch that... Any of the guards. They are just saying hold it my hands up then they leave

You sound like the most honest criminal on the planet/Nirn. Imagine you just robbing a bank, police wont show up in time and you'd turn yourself in complaining that they are not doing their job properly
