Can't get Selvyn's Penthouse in Vivec?

I started a Warden in Vvardenfell. Picked up the housing quest from Canthion. THEN- I got a house in Ebonheart??? I want the one in Vivec! This is making me upset!

    I've never been able to get the quest for that house either.

    I got the quest for the penthouse in Vvardenfel because I already had my faction's room.
