Missing the Tutorial Shard

New characters after the expansion don't start with the sky shard you get during the tutorial. Is this intentional?

I would say yes, that is intentional. The new tutorial doesn't have a skyshard, so there's not one to automatically add for characters who skip it.

(There is one located in the courtyard of the Governors Office though, if you're looking for one, and you can get the one from the Wailing Prison later on.)

u can get the skyshard still from walling prison for new chars, just find the mysterious hooded figure roaming in the cities of the factions

When you hit level 10 or so, and you're in your first big-ish city, you get a quest chain to start the harborage stuff. You basically play through the tutorial, without the tutorial.

You'll still get it.

its true, cant remember the exact name of the npc, its named something with hooded if I recall right

I know that in Daggerfall this hooded figure is in the yard next to the bank. She will send you across the street to what used to be the house you spawned into AFTER you leave the prison. Talk to the benefactor in there and you will be taken to the wailing prison.

depending on which faction you are in, for pact its in stonefalls, davons watch

In Daggerfall city. Also in Vulkhel Guard and Davon's Watch. I've yet to check whether she appears in any other cities.

• If you've skipped the wailing prison tutorial, you come out level 3 or 4 and you also get credited the skyshard.
• If you've done the Morrowind tutuorial, after you travel to the mainland to the first zone city (Daggerfall, Vulkel Guard, Davon's Watch) and you'll get a quest to talk to a hooded figure. (Disregard the poor choice in quest description and it will allow you access to a version of the original tutorial.)

Either way, you'll get the shard.

I guess it's just any city. I got that quest when I stepped out of a guild mates house in Fell's Run.
