Returning Player getting Tutorial Messages

The game is telling me how to use crafting stations - how many there are, etc. - even though I'm using an already developed character. I don't know if this is intended, but it seems like a bug to me.
This also applies to the tutorial for armor skill lines... and I'm sure everything... I'll find out as I play more.

✭✭✭✭✭Tutorial settings a per character and saved locally IIRC so if you've removed game files/user settings they reset.
If you've turned the option off in the settings and they're still happening like majulook has said then it's possibly a new bug.@Turelus - EU PC Megaserver

✭I didn't have trouble turning them off, but the new skill line ones definitely do come up on returning players as they are a new tutorial. They stop showing up after their first time showing up though as was intended.
Every time you equip an item of a type you didn't see a tutorial pop up for though it will tend to come up, even if you maxed out the skill line.
It's a minor annoyance that resolves itself shortly even with tutorials on.0
