AD, easily. Way too much of a focus on the bosmer. They had a few great quests, but by your third jungle zone, you kind of want to kill every bosmer NPC you see. Most of their problems are really insignificant too, and they aren't the most rational race, which further adds to your annoyance with them.
AD for sure, Auridon was pretty and the last zone was really dool too but all the boring jungles got beyond tiresome. The Bosmer are cool-ish but I realized they had the least interesting architecture and gear and it made their regions so tedious. Way to much focus on them and not enough on thw Khajiit and Altmer.
Also a little less interested in the Nords region, Skyrim was a good game but I just do not identify with that cultural mentality ao the quests while not bad, they tend to be very meh to me.
I can see where @MLGProPlayer is coming from for sure regarding the focus on the bosmer, but my two least favorite zones in the entire game are in the Ebonheart Pact. I despise Stonefalls and Shadowfen. It has been a while since I quested through them, so I can't say for sure that they are boring, but I very much dislike the scenery in those zones. Actually, the skin-stealers story in Shadowfen was one of my favorites in the game, but I dislike the zone overall and avoid it.
I was AD so I spent a lot of time looking forward to the ebonheart quests when I initially played.
I ended up liking AD and Daggerfall much more than the Ebonheart quests despite the nostalgia for Skyrim in 2 of the zones. I guess I liked the leaders over AD and DC more too- felt like I was fighting for someone I liked.
The one zone I absolutely hate is Alik'r Desert. It is so boring and the quests didn't catch me at all. All the time I was questing there I was looking forward to being done with it, but sadly I needed it for the daggerfall Hero. Hence I have only done that zone once.
yes, its too much Bosmer in AD.
However my least favorite is the 3 first Ebonheart ones, the two nords one are nice.
Granted this might be flavored in that I did them as veteran zones, I'm currently doing EP on an alt so my view might change.
From a story and theming standpoint I always felt only AD works well. You start out in the tranquil, beautiful place, and then as your adventures get going each zone is wilder, darker and more dangerous. They also thrust you closer and closer to the war, culminating in a zone right at Cyrodiil's gate.
In EP, I loathe stonefalls. I like Eastmarch and the Rift, but they didn't feel quite desolate and cold enough...they don't quite carry over the moodiness of Skyrim.
DC is pretty enough...but omg so renaissance festival. A bunch of white kids dressing up in tinfoil pretending to be knights. (Which explains their pvp groups too, ha.) Then...oh no! Vampires! Werewolves! Mummies! Uh...kinda cliche heritage fantasy.
But for a video game these all come together in an amazing diversity. I don't like shadowfen...but I like that it feels totally different than Malabal tor or other jungle zones, and when they're all put together they make a pretty rich world.
Aldmeri Dominion is just all same-ish. All green, and Auridon is really too pretty for me.
Scenery wise, Ebonheart has the most diverse scenery in the game, and even the environment itself can kill you. It also has the most challenging quests in game. One of the hardest quests to complete that I have ever come across in game (and I have done cadwells silver/gold to absolute completionist twice) is the final quest of Stonefalls that requires you to kill the second brother. It's the only minor boss mob I know that has dungeon level mechanics with phases and you have to kill him from range as he is standing in a pool of lava. Just getting to him is a challenge as well, as you have to rock hop over sinking stones in a massive lava pool.
Also DC has nice diversity in it as well, and has by far the best storyline.

I used to think DC was the best. But EP now has Vvardenfell so now they have the best zone. Every zone now pales in comparison to the rich detailed and awesome Vvardenfell zone.
I still like Glenumbra, Rivenspire, Bankorai and Alik'r desert a lot and Orsinium.

I found myself caring less about the EP questline and its leaders than the other two.
As far as the zones, I enjoyed Eastmarch and The Rift for nostalgia reasons but the rest of the EP zones left an impression of simply gray rocks interspersed with lava that I enjoyed less than zones from the other alliances.
There are zones I like and dislike in every faction. But since EP and DC have the best zones (Alik´r, Bangkorai, Eastmarch, Bleakrock, Stros M´kai, Shadowfen ...) even gems like Reaper´s March let AD come in last.
I absolutely LOVE AD quest, hence the reason all my characters are AD based. If you're a person who loves nature, trees and forests, you should love AD! People hating on Bosmer mostly because they aren't nature people, but having grown up out in a rural setting down in a valley surrounded by trees, rivers, etc... I can understand the Bosmer and their religion.
EP was nice too, I like the changes of 'seasons' from winter mountains to fall forests.
DC was the worst... mostly because of the questlines. It felt like all it was about was undead, undead, and more undead. The werewolf aspect was nice, but everything else, undead. I also didn't care much for King Emeric, he just seems very detached for the most part.

Fun aside. As an Ebonheart Pactler who did Cadwell's Gold with 4 chars (which is utterly insane enough) I damned like both the Daggerfall ones (especially the vampire ones in Rivenspire) and the Ebonheart ones. I don't like the Aldmeri ones. Too much wood except maybe Reaper's March. Too much trees and woodelves and stuff.

Which one HAS most boring zones? DC. Glenumbra and Stormhaven should not exist.
Most boring at all? AD. But no completely failed zones.
DC is not, because of Rivenspire.
