Befoul boosts Vitality buff

Not sure if this is intended, because I think it may have been in game for some time, but was not an issue before (befoul was small buff and CP boosting healing were better).
Basically Befoul boosts Vitality the same way it boosts Defile, but the way it is stated it should boost only healing reduction.

To add. It increases tooltip on both PTS and Live but I tested if it really has impact only on PTS.
