While doing my daily Crafting quests, I began to think about spellcrafting, and how great it was to create your own spells in Elder Scrolls III. Then it occurred to me - Enchanting Table. Currently, there is a rune for weapon enchantments, and a rune form armor enchantments. How about two runes for spell enchantments - one for offensive spells (fire damage, etc) and one for defensive spells (resist fire, etc)? Essentially, treat spellcrafting the same as enchanting.
The biggest drawback would be balancing PvP. It would seem characters with the higher enchanting skill will have better spellcrafting. Possible solution - disable spellcrafting in PvP.
