I think that article is using holiday in the American English sense of a religious or national festival. Whereas I suspect the OP is using it in the British English sense, meaning simply a day when most people don't have to go to work or school.
For example if you look at the page for May 1st it looks like May Day is a relatively obscure pagan holiday in the UK, only celebrated by certain people. It doesn't mention that the first Monday in May is also a bank holiday - what Americans call a public holiday - where the majority of schools and businesses are closed, even if most people don't remember or care why.

A long while ago, Zenimax did have separate maintenance times for NA and EU servers. This led to issues like Imperial City being released on NA a full day before EU, and that feels bad. Again, you inconvenience somebody no matter what.
During the time the servers are down, it's quiet time for EU anyway, the majority of people are either at school or work and the servers are always up for prime time unless unforeseen problems occur.
It boils down to the fact that ZOS get complaints both ways, the complaints back in the days of separate maintenance times were just as voracious as they are now, and this method is far easier to manage, convenient and means that all releases are dropped worldwide simultaneously.
