Its is no CP...
But I wouldn't go as far as to say balanced... they favour stamina quite heavily in many ways....

They should have improved Cyrodil instead. These are hardly battleground (as a low level Ava/RvR experience as in DAoC), its more like mud ball and other maps from SWTOR, where its the only form of PvP after they completely killed any open world pvp due to massive performance issues and lack of content/incentives plus balance...
#1 teams should be compromised equally: if only solo players -> ok, if solo and duos -> try to give each team a duo, if solo, duo and full group -> full groups are only thrown at each other, rest of solo/duo divided as before.
#2 determine individual power by CP and Gear and try to setup equal team strength.
#3 Calculate ELO depending on performance (kills, death, heal, damage,...) and win/loss ratio for each player after each match. Use ELO primarily if available for a player (enough matches done) over CP and Gear.

#4 add information to the group/match finder (also for PvE) how many people are queued, how many tanks, healers, dds and average queue time per role. (MWO has this and its good because you know that if you queue as a heavy mech you will wait 30 minutes while if queueing with a light mech you can bascially instantly join)
its not rocket science, and like all games have something like this who do arena style matches.
