Why? Because if your build is hyper-effective, the last thing you want is a bunch of copycats using it, and if an increasingly large number of peeps start running around in your build, you can bet money that sooner or later it will be nerfed...

I'm more than sure every possible build in the game has been publicly revealed already and I can assure you ZoS is more than aware of these "OP" builds lol.
