Crown Crate pity timer

I've been thinking of buying crown crates but have been really turned off watching vids of people having horrible RNG
In hearthstone they have a pity timer with getting legendarys, no matter how bad your luck you will get something great after "X" crates
I don't think this would be OP, in a sense. Even if every 15-20 crates was a guarantee apex doesn't mean I won't buy more. What if I love the horse and hate the guar mount. I get guar, see I still have not lost incentive to buy more, I don't think ZOS will lose out on this, only we gain on this
