They even added reason to rerun that instance so it seems intended subject to any base game adjustments. It's type is and always has been a higher exp tier.
The difficulty for some is rough and easier for others but I use to run it for fun and then ppl would ask for a carry and give gold or items without ask. Shrug

Have an main sorcerer who did all content back after launch.
Has an CP templar I do guests with, she is also the main dungeon runner because she is healer, grinded from 25 to 50 and continued questing.
Warden, will be done with morrowind questing on warden today, will probably do main and guild quests on her then grind to 50
Done skyreach 3 times, first was the grind round solo but it was a bit hard for me, then for quest and achievement with friends and an new run to test out an change in setup.
Funny thing, anyone who grinds a character through Skyreach still has to find the skyshards and books and what not. Otherwise you have a champ ranked character with 64 Skill points and you can't do much with them. You can level just as well to Champ Ranks chasing shards and books and have more skill points to show for it. And, chasing skyshards and books does not result in any set gear drops to begin with.

Any freshly grinded character still has a long way to go... Skyshards, lorebooks, undaunted skill like, alliance war skills etc.
