Can't provide a link, but Kristofer (look up on youtube) has a decent build that he is using for PvP. Don't think he is using the Bear Ulti

I'll be honest here- Wardens won't be BiS at all for either role, but they're a mechanically sensitive class that a lot of people don't give them credit for, so I'll break those things down.
First thing though; We don't want the bear. It gets in the way, loads of summon/desummoning issues, it gets stuck and Northern Storm is an excellent "OSNAP" button when you need mitigation for incoming damage. There's other ultimates that are far better. If you're tanking or healing, you want something that can be reliable. The extra magicka is also a nice benefit. For the back bar ultimate, Enchanted Forest seems to be my personal preference (plus it's a very cheap ult for when things turn south). Ultimately (pun intended) that's up to you, though! I get the angle you wanna go, and it's a good thought! It's just that there's some issues with that one and it's quite daunting to get it to work correctly 100% of the time.
Some other things is that you have Minor Lifesteal through two of your skills on the restoration staff bars. I'd keep Leeching Vines if I were you, get rid of Quick Siphon and swap it for something like Healing Ward or even better, the Blue Betty (removes a negative effect on you, gives magicka back to you, it's free of cost, and as it's up you get Major Sorcery). Budding Seeds is nice, though I highly recommend Corrupting Pollen- ESPECIALLY if you're tanking. This allows the suppression of healing toward enemy characters (PvE and PvP both). The less they can heal, the more damage sticks. But again, totally up to you!
Other things to consider;
-Frozen Gate; If you're tanking, it works almost like DK's chains. Less reliable, but workable.
-Nature's Embrace is really nice for if you need to swap the tank out before they go down, thus transitioning you from the healer role into the tank.
-Swap Expansive Frost Cloak for Ice Fortress- Minor Protection is pretty nice in the arsenal.
-Since you don't have the Tri-Focus passive in your passives on the list, slot Inner Fire and morph it so it's there if you need it to tank.
Health and resource pools (optional, but definitely could be looked at more in depth);
-You don't really have to split the points 50/50. You can put some health glyphs on or used Divines traited gear and use the Lord to get around tank health. Or a combination of the two. You could even use Witchmother's Potent Brew for more sustain, but that depends on how the end values of health/magicka turn out.
- The above would also affect Gripping Shards, which if you're just using that for the immobilization and since you're not in a DPS role it shouldn't matter TOO much.
I'm sure others can give better advice than me, but these are things I'd probably experiment with. Also if you have a breakdown of sets, I'm sure others can pinpoint other nifty things!
Planning on making a Mag Warden Using a Frost Staff/Resto Staff with the Bear Ultimate.
Here's the link to my build.

Suggestions are welcome.
(Please don't be harsh or quick to judge, it's my first build.)

Don't play a Warden is only suggestion I have. Giving up on my Mag Warden. Most boring class I've played in this game by a country mile.
