That's really an absurd statement if you think about it. So ZOS is
1) aware that the animations and interactions of the item are missing,
2) push it out regardless,
3) with an misleading description which could have been easily altered at least,
4) without telling people the item is bugged and will maybe fixed so they could abstain,
5) will maybe fixing it in Q3.
You couldn't do this any worse. But it's the standard procedure for a lot of things in the game these days I feel.

ZOS can leave stuff broken as long as they like and never fix them according to the ESO Terms of Service "ZeniMax has no obligation to make available any patches, updates or modifications or correct any errors or defects in the Services"
Um that's really not the point. I go to a store and buy an item that says it does this and that and then I bring it home and it doesn't do this or that. So according to you I am suppose to be fine with that? How does that make any sense? I shouldn't have to go farm more gold I should get what I payed for. Put all that aside though because we have all bought crappy products in life so whatever. What I really want to know though is why there always has to be some sort of snide opinion on anything anyone says on here? Seriously people are just reporting a bug and are disappointed in an item! Leave it be!50k? Run a circle in an area and pick things up off the ground for an hour. Now you got 100k! You can't be Martha Stewart designing your perfect home without wasting some cash on bad ideas.

Can you please add an animation/visual effect (like....oh let me see, running water/jets) to the one and only fountain available, at the same time?

There is an animated fountain you can get from a achievement vendor in morrowind
