I will try to be as constructive as possible in this topic, because I really appreciate - and much - ESO, including its new expansion that, in my opinion, is wonderful. Here I will talk about PvE and PvP so that there is no misunderstanding about the character of this topic.
LAG and Eternal Load Screen (with ELS)
We deal with this problem both in PvE and in PvP (Cyrodiil). It is an OLD problem that has been debated by the community for many years - I said YEARS. Not a few Zenimax answers about this problem and always with the perspective of solving or managing this old problem. However, it seems that things have not changed much for years. We continue to face LAG at peak times (USA and Asia time - despiste the server, EU and NA). From what I heard from Zenimax itself, this problem would either be partially solved or completely solved in June and, here we are, already in June. I would love to read more about ZOS about what actually happens and the prospects of fixing any problems.
Eternal Load Screen - ELS
Here I am going to talk about an assumption. All you have to do is create a reasonably large group for this to take place on Cyrodiil or anywhere else in the game depending on where you live. For example, if a majority group of people residing in an area is far from another part of the same group, there seems to be some synchronization problem between these people's times, causing ELS to occur. This occurs in both PvE and PvP. I am, of course, misreading other causes of ELS, as an example, when you try to log in and the server takes a lifetime to respond.
So, a problem as old as the LAG, maybe both go together and there is one depending on the other, one as a consequence of the other.
What does Zenimax have to say about, after YEARS and more YEARS of interventions in this community about these same problems?

✭I had ELS just today during City of Ash I run. I was forced to shutdown the game after 10 minutes of waiting. It occurs from time to time, and it's extremely annoying. Problem must be solved indeed.EU PC: @logarifmik | Languages: Русский, English

✭No ELS...
I get Long Laod Screen LLS ( 3-5 minutes) at initial sign on and about 1 in every 6 zone changes.
