Main quests unavailable for new characters after Morrowind?

If u bought Morrowind DLC, your new character would spawn at Vvardenfell instead of those initial islands after skipped the new player tutorial.However, it did not grant the main quest as usual.I checked the achievement page and it turned out that my new character had not even completed chapter 1(escaping Coldharbour).I am not sure whether it is only me or the others have the same situation, hoping the devs team fix this bug as soon as possible.

It's not a bug and you can escape Coldharbour. Just go to the main city of your faction and talk to the hooded stranger. You will wind up in Coldharbour.

You should find the quest to start the main story in either stonefalls (EP) daggerfall for (DC) or vulkhal guard (AD) You are approached by a hooded figure.

Not main city, but first city (Vulkhel Guard, Daggerfall, or Davon's Watch)
