Argonians and Percentage based heals.

Does the Argonian passive affect percentage based heals? For example the Clannfear heal heals 30% of your max health and the Argonians bonus is 5% giving and/or receiving heals, so would an Argonian get 30% or 35%?
Oh and does it double-dip on yourself? (+5% heals done and +5% heals received) If that's the case would the example be 40%?

✭✭✭✭✭I think it's a percent of a percent when dealing with something like clannfear. Like bastion, if you , say get it to +10% from the CP, your blazing shield (a percent based shield) it will go from 30% to 33%, not 40%0
