I speak mainly from a PvE player perspective, as I don't do PvP. Though I am curious if anyone else who is an avid Werewolf user has similar experiences since the revamped Champion system.

I've been doing a fair amount of WW play recently and I haven't really had any resource management issues. Make sure you are mixing some heavy attacks into your rotation. I have found the following rotation to serve me fairly well for random werewolf destruction:
Pounce
Infectious Claws
Heavy attack
light attack 3-4 times
Piercing Howl
Heavy attack
light attack 3-4 times
<repeat as needed mixing in self heals>
I was grazing on goblins in Cyrodiil over the weekend and held WW form for over 20 minutes during which time I never once ran low on Stamina using this rotation.

Sadly it doent work for pvp , heavy attacks of ww have some wierd target area and they miss 80% against moving targets .
