Problem with NPC's voices in Morrowind

Well, first off, I already tried to repair and uninstalled and installed a clean version of the game already. So, let's go to the problem.
Since I bought Morrowind, all the NPC that I talk to sounds like a google translator man/woman. THEY ALL! I saw some Youtubers playing this game and their voices were fine, but mine is all bugged.
You can see and listen how the problem is clicking here.
Another thing, since Morrowind update my FPS and Ping are crazy. My fps have random drops from 90-100 to 0 and my Ping rises from 250 to 2500-4000. I have a good connection, a decent computer and the graphics session was always in the ultra configuration (with v-sync off and resolution of 1920x1080).
My specs are: Intel Core i5-4460 3.20Ghz, AMD Radeon R9 380 2 GB, 8 GB Ram, Windows 10 (64 bit).
Well, this is all. You can see in the video all the problems that I talked about.
