Yeah, what game would release with a system like that?
(The joke is that at launch ESO mounts had varying speeds with more expensive mounts being faster, and mount training was specific to the mount, not the rider. They changed it after release to the current system.)
Players and mounts have "walking" animations. On PC, this can be a bit obscure, since the "toggle walk/run" button may not be mapped to a usable button, so you may not have ever used it before. "Walking a mount" just means you're riding the mount at walking speeds.

By "Walking" mount do you mena guar? the source of the problem is: such animals tend to jump to speed up like a kangoroo in nature, however it's designed to run with two legs, that's the source of the weirdness.
