So, the idea for this is not for the near future, but far later in the development of ESO.

What this would do is have your Combat Regen be active at a much faster rate, to the point that it's similar to heavy attacking (if some points are spent in your regen). This passive regen is significantly reduced for a small duration after using an ability of that resource type (or taking damage). So, the less you use a resource pool, the more that resource pool will stay full. So, this means that whatever resource pool you use, it's idiotic to spend all of your skills on one resource (unless you're building a burst build), since you'll be sapped of resources too quickly, or you'll have to sacrifice damage in order to up your resource regen.

so, this means players will have a much more interesting time splitting resources and using abilities that are both magicka, and stamina seeing as they won't have to heavy attack in order to regain resources, they can instead use different resource pools. However, this as well poses an interesting issue:

Nearly all restoration skills are locked behind a staff. So melee users will be SoL in the department of healing themselves unless they slot a resto staff. This is why I think this combat system is not for current iterations of the game, as in order to make the combat feel much more ES like, you'd have to introduce a plethora of spells that can be cast without a staff (and are class independent). This is why I think this change in combat regen would not be applicable until spellcrafting is introduced into the game.
