Morrowind - Seyda Neen quest chain

I have a question about the slavers quest chain (Morrowind, first city - minor spoilers ahead)...

I started the quest (can't remember the quest name... is exactly at entrance - if you started with the tutorial can't miss it, if you came with an older char is right near the skyshard in Seyda Neen). Talked with the guard on the lighthouse, talk with Cherish-Water etc. All went normal until I freed the slaves. Then you come back and you are suppose to uncover the governor as the bad guy.

You enter the house and you find a beat up guard and the dark elf lady that started the quest. The guard says the governor attacked him then the dark elf lady (can't remember the name) says something like: "He is trying to escape justice! After him!" and runs out. Then I exist the house and... that's it. Nothing else, the zone appears as completed on map. I expected to follow the guy or something. Also there is a zone on the isle where I rescued slaves that was inaccessible (I was expecting it will become open later in quest chain).

My question is: Did I miss anything? Have I encountered a bug where a npc did not spawn or something? Or this is normal and I will continue later (maybe another quest from another city - Balmora comes into mind :)) continues this)? Or that's just it and the guy runs? Seems... incomplete to me. I don't mind open endings but since Morrowind was barely released I'm afraid is a bug and don't wanna miss... things.

Maybe some1 can shed some light for me?

    I think you left the house too early, iirc another guy walks in with the evidence of the wrongdoing of the governor.

    the closed off zone on the island is the part that's only accessible to new characters. on a plus size, they don't get to do any of the town stuff.

    Im pretty sure thats it, but keep in mind there is two endings to this quest.

    You got the ending you did brcause you warned the govenor of the ongoing investigation in his private business. If you follow the trail directly without talking to the govenor himself, you eill have a much more justful ending than the one you got.

    It all depends whenever you warn him or not.

    I actually don't remember how this quest ended for me... I just remember that I had to talk my way out getting thrown in prison for stealing the dudes helmet...

    I thought that was a great detail and completely overshadowed the rest of the quest for me.

    Huh? I played the whole new intro with a new character and never saw this quest marker... :(

    Yeah new characters in the zone start - basically - as the other end of this quest. Existing characters get to investigate.

    Yeah I remember the governor getting away for me too, but I also don't ever remember even talking to him so how could I warn him? Hmmm.

    I didn't warn him either :(. At least I don't remember doing so.

    Yes, the quest that is being referred to is like a short version of the Morrowind intro sequence for existing players. If you go to the mainland on your new character, you will be able to do a version of the original tutorial so it works both ways.
