The First Step quest in Rawlka

The quest giver is not there. So I look for a previous quest to do and not finding anything. Example http://en.uesp.net/wiki/Online:The_First_Step doesnt have *previous Quest* listed for this quest.
What quest have I not gotten to get the quest giver to show?
Edit: After further research and in the aspect that I am farming Skyshards and not in the mood for multiple quests... Im giving up on this shard for now. If you do have an answer, it would be useful later or for some one else seeking the answer. Thanks.

Thank you. Knowing it's part of the mainline means a lot of quests before I get to that one. There is a skyshard locked in the mages guild in the NE of the map.

Thank you. Knowing it's part of the mainline means a lot of quests before I get to that one. There is a skyshard locked in the mages guild in the NE of the map. I was able to track back to *The First Step and was willing to do a few quests to get it but not the main story line for the area.
I level by skyshard hunting so I have all of the skill points I need by the time I get to CP levels. Im not willing to do a dozens quests to get it. I appreciate your response. It saves a lot of time.0
